Cut off point for Class X is off  - KuenselOnline

In what is a major policy change, the government has done away with the Class X cut off point and announced that all students who have passed the examination would be enrolled in Class XI in public and private schools from this academic session.

Education minister Jai Bir Rai announced the policy change at the declaration of the results yesterday in Thimphu, which has come after weeks of confusion over the cut off issue.

Lyonpo said the government would place all 12,033 students who have passed the examination in class XI based on merit. The government would provide full scholarship to those students who would be enrolled in private schools. There are 112 public schools and six private schools in the country today.

The Bhutan Council for School Examination and Assessment (BCSEA) declared the Bhutan Certificate of Secondary Education (BCSE) 2018 examination result (BCSE) yesterday.

A total of 12,674 candidates from 118 schools registered for the examination, of which, 12,462 appeared. Scoring 35 percent and above, a total of 12,033 students have passed the examination.

The overall pass percentage was 96.56 percent, an increase by 0.33 percent from 96.23 percent in 2017. The pass percentage was calculated based on the number of candidates who passed in Dzongkha, English and three other subjects’ policy, which was instituted since 2017.

Lyonpo JB Rai said that of the 12,033 students, public schools would absorb 7,808 students including the additional 1,424 seats the government created this year. Last year, there were 6,384 seats.

The remaining 4,225 students would be enrolled in private schools.

“The government would provide full scholarship to all 4,225 students in the private schools,” Lyonpo said. “Although there is no cut off point, students would be placed in public and private schools based on merit.”

Lyonpo said that the 35 percent pass mark has not been revised nor the merit system to admit students in different streams.

“Understanding that the wealth of the nation is its people, the government has decided to provide free education to all class X students to pursue their studies,” he said. “This is a historic moment in the education system.”

Lyonpo said that while the placement of students in public schools would be done immediately, the placement in private schools would be announced on February 8.

The details on how the ministry would go about admitting students in public schools would be shared today. However, lyonpo said that the ministry is still negotiating with the private schools on the fees and would be meeting all the proprietors on February 1.

“Then we would know the actual cost to the ministry and then work on the budget, as it is not included in the 12th Plan. It is also not true that this decision would affect the private schools and the schools won’t be shut down.”

According to BCSEA, the students performed best in Agriculture and Food Security subject with a mean score of 90.41 percent followed by Computer Application with 74.63 percent. The mean score for the remaining seven subjects are more than 50 percent.

In the Language and Culture Studies Certificate (LCSC), 15 candidates from one school registered and 13 appeared the examination. The pass percentage is 84.62 percent.

Students can access their statement of marks from the BCSEA website: www.onlinebcsea.bt/ or by SMS. B-mobile users can SMS: index number and send to 3333. Tashi Cell users can text index numbers to 4040.

Candidates can collect their mark sheets and pass certificates from their respective schools by the second week of March.

Students have until February 7 starting today to apply for paper rechecks. Applications can be submitted on-line and payments made through G2C services or at BCSEA office. The results for recheck will be announced on February 14.
